The Office of Human Resources (OHR) provides human resource management services to the Comptroller and the agency's more than 1,100 employees, as well as the 24 Registers of Wills and their employees.
The Office of Human Resources OHR promotes the recruitment, development and retention of a diverse, competent and motivated workforce to provide services to individuals, businesses and government. The division coordinates a variety of activities that are responsive to the agency's program goals and the employment needs of the Comptroller's employees.

Employee Benefits
Employees of the Comptroller are part of the State Personnel Management System and those individuals who work in non-temporary Comptroller positions at least 50 percent of the 40 hour workweek are eligible for the benefits described below. Contractual employees may purchase health benefits with the state's plan, but are not eligible for the State subsidy. The benefits described here are only a summarized version of the many benefits and programs offered by the State of Maryland to employees in non-temporary positions. Retirement Plans

Maryland State Pension:
New employees are required to join the State Employee Pension System. There is a mandatory 3% contribution for employees until June 30, 2007; the employee contribution requirement will be 4% of earnable compensation in FY2008 5% of earnable compensation starting July 1, 2008 and 7% of earnable compensation starting July 1, 2011.

Vesting:
Employees are vested in the pension system after five years of service and has increased to ten years of service if employed on or after July 1, 2011.

Death Benefits:
The Maryland State Retirement and Pension System administers the employee death benefit provision. This benefit is monetary compensation equal to one year of salary that is awarded to an employee's designated beneficiary(ies) in the event of the employee's death while in active State service.

Employees have the opportunity to participate in three (3) supplemental retirement plans:- 457 Deferred Compensation Plan
- 403(b) Tax Deferred Annuity Plan
- 401(k) Savings & Investment Plan
